LTS is seeking an experienced Lead Functional Business Analyst to lead and guide a team of Business Analysts supporting a major AI modernization initiative within the Department of Veterans Affairs (VA) health portfolio. This role owns the business analysis practice, process, and quality standards for the program — spanning business process analysis, requirements strategy, stakeholder engagement, and modernization efforts tied to mission-critical healthcare systems. Key responsibilities include: leading and mentoring a team of Business Analysts; defining and improving the BA methodology and playbook; applying human-centered design (HCD) principles such as journey mapping and usability testing; reviewing and quality-checking BRDs, functional specifications, and user stories; serving as the senior BA point of contact with VA product owners and government stakeholders; facilitating design thinking workshops; and ensuring BA deliverables align with VA’s VIP framework. Qualifications: Bachelor’s degree (Master’s preferred) in Business, IT, or Healthcare; 8+ years of experience as a Business Analyst with leadership experience; functional understanding of VA VistA and the Prosthetics module; practical experience with HCD methods; experience maturing a BA practice; and deep understanding of Agile methodologies.
