Distributed Solutions, Inc. (DSI) is a fast-growing company seeking a Senior Program Manager (SPM) responsible for managing DSI’s product implementation across large Federal clients. The SPM will manage and successfully implement large-scale software deployments across DSI’s Federal clients. The SPM will manage relationships with subcontractors and third-party contractors across the Federal system and will have significant experience managing large-scale IT deployments in the Federal ecosystem. The SPM must also have experience either managing or overseeing large-scale Federal contracts and have general knowledge of the Federal Acquisition Regulations. The ideal candidate will also have experience supporting the Department of Veterans Affairs in some capacity within the last five years. Key Responsibilities: Program Leadership and Client Management Manage the total performance, quality, and schedule of major contracts with Federal clients. Be the primary interface between DSI and Federal clients and have total responsibility for managing the client relationship, anticipating and solving problems, meeting and exceeding delivery milestones, and managing client expectations. Coordinate teams (internal and external to DSI) to achieve project outcomes and objectives, map information flows and key roles and responsibilities across multiple domains including product deployments, knowledge base updates, and other related product activities. Regulatory Knowledge Management & Implementation Interface with knowledge-oriented teams to respond to regulatory changes and adjust program requirements accordingly. Cross-Functional Coordination & Communication Connect disconnected or siloed teams to respond to client needs and meet or exceed program schedules. Integrate change request review into the revised road-mapping process. Connect knowledge base, development releases, and release announcements to capability and content review. Other Crosscutting and Technical Support Oversee technical writing for product documentation, organizational processes, and procedures. Coordinate client-forward teams to provide ad hoc support across development, program, and administrative functions. Required Qualifications Education & Experience Bachelor's degree Active Project Management Professional (PMP) Certification 15 years of experience in Federal procurement, finance, and information technology with evidence of increasing responsibility over time. Direct experience managing related programs at the Department of Veterans Affairs or a similarly situated Cabinet-level Federal agency. Significant experience managing IT and business transformation activities at scale as well as experience with program integration generally for large-scale IT investments. Technical Skills Required: Extensive experience in project management methodologies (e.g., Agile, Waterfall, Hybrid/SAFe) Deep understanding of acquisition, finance, and information technology disciplines Strong leadership and team-building skills with the ability to manage cross-functional teams Familiarity with VA-specific systems, processes, and the VA Technical Reference Model (TRM) Excellent written and verbal communication skills, including the ability to present to senior government executives Nice to Have: Experience with cloud-based enterprise solutions (e.g., SaaS, PaaS, IaaS) in a federal environment Experience with Earned Value Management (EVM) and federal performance reporting requirements Knowledge of FedRAMP, FISMA, and other federal cybersecurity compliance frameworks and how to apply and manage these standards in a SaaS/PaaS context.
